Our current client is an US IT services company who is currently registering their business entity in Bulgaria and building its local team.
On their behalf, we are currently looking for a detail-oriented and compliance-focused HR and Payroll Coordinator who would be willing to join and support their growing, distributed workforce. This role is responsible for executing payroll and HR operations across 30+ U.S. states and coordinating employment practices internationally in Bulgaria, Croatia, and the Philippines.

Responsibilities:
U.S. Payroll & HR Administration
- Process payroll across 30+ states in partnership with external providers;
- Support onboarding, offboarding, leave tracking, and employment documentation;
- Ensure compliance with state-specific employment laws, including PTO, pay frequency, and required postings;
- Coordinate benefits enrollment and reporting with third-party vendors;
- Maintain accurate employee records and lifecycle documentation.
- Liaise with Employer of Record (EoR) partners in Croatia and the Philippines;
- Support internal HR operations in Bulgaria, including contracts and compliance documentation;
- Maintain localized employee handbooks and employment agreements;
- Track regulatory filings and vendor deliverables in collaboration with legal and finance.
- Maintain HRIS data integrity across platforms;
- Organize and update employment documentation across jurisdictions;
- Assist with internal audits, reporting, and compliance reviews.
- 3–5 years of experience in HR operations, payroll administration, or people coordination;
- Familiarity with multi-state U.S. employment laws and payroll practices;
- Experience working with international employment vendors or EoRs preferred;
- Strong organizational skills and attention to detail;
- Proficiency with HRIS platforms and payroll systems;
- Ability to manage sensitive information with discretion and professionalism.
